Subject:   Certificates of Insurance for Recreation Programming

 

1.Purpose:   The purpose of this policy is to establish a set of procedures for providing the

Township Manager Certificates of Insurance when participating in recreation programs.

 

2.   Authority:   Westtown Township Board of Supervisors.

 

3.   Application:   This policy applies to all groups and organizations participating in Township recreation programs and utilizing Township recreation facilities.

 

4.   Responsibility:   The Township Manager will have the responsibility for overseeing

and implementing this policy.

 

5.   Policy.  All groups and organizations participating in recreation programs scheduled by Westtown Township will provide to the Township Manager Certificates of Insurance including the following:

 

a.     Comprehensive General Liability coverage form.

 

b.    Minimum limits of $100,000 for Personal Injury and Property Damage.

 

c.     Full Legal Liability coverage will be required if using indoor facilities with a

       minimum limit of $50,000.

 

d.    include Westtown Township as additional insured.

 

e.     10 day notice of cancellation.

 

f.     Note of non-standard exclusions.

 

All required insurance certifications shall be submitted to the Township Manager before any group or organization may be included in any program scheduling.

Subject:   Park and Recreation Facility Scheduling

 

1.      Purpose:   The purpose of this policy is to establish a set of procedures for scheduling the equitable use of Township Park and Recreation Facilities.

 

2.      Authority:   Westtown Township Board of Supervisors.

 

  1. Application:   This policy applies to all groups and organizations desiring to utilize Township park and recreation facilities and programs.

 

  1. Responsibility:   The Township Manager will have the responsibility for overseeing and implementing this policy.

 

5.      Policy.  All groups and organizations desiring to utilize Township park and recreation facilities shall abide by the following:

 

a.       By 1 December of each Township fiscal year, all groups and organizations shall submit a requested facility and/or field use request form to the Township for its review for the subsequent fiscal year.   The form shall indicate the days, dates, times, numbers, participation levels of all functions, practices, intramural events, and/or official games.   The form shall also include information regarding estimated vehicle trips and any potential adverse impacts on the facilities and/or fields.   Based upon the Township’s evaluation of the impact upon Township facilities, the group or organization may be required to mitigate the effect(s) of the event, e.g. providing for traffic control, at the group’s or organization’s sole cost.

 

b.      Fields shall be unavailable to any group for any purpose from 1 December to 15 April, subject to weather conditions and the discretion of the Township Manager.

 

c.       The Township will created a master annual facilities and field schedule based on the timely submitted requested facility and/or field use request forms.   Groups and organizations submitting complete and timely forms shall receive scheduling priority.   The Township reserves the right to reject any and all applications from those groups, organizations, and individuals who have violated any of the facility and field use regulations or fail to submit the required certificate of insurance.

 

d.      Official Township functions take precedence over all other activities and requests.   The Township reserves the right to pre-empt a scheduled event or activity, with twenty-four (24) hour notice to the affected group or organization.

 

e.       Once the properly submitted applications have been scheduled, available dates will made open to the general public.

 

f.        No group or organization, except those with which Westtown has entered into lease agreements, shall be permitted to reserve a field or facility for more than seven (7) consecutive days.

 

g.       All groups or organizations shall be required to volunteer their services to maintain or improve the Township’s park system.   Projects shall be mutually agreed upon, and the amount of manhours donated will be based upon the level of facility and/or field use.
